Read stored daily native network reporting

Bounded grouped report page. Reuses reports:read authentication and independently requires networking_reporting entitlement. No provider calls. ClickHouse applies grouping, sorting and bounded LIMIT/OFFSET. Optional snapshot detects changed accepted data or query between pages; mismatch returns 409 and callers restart at offset zero. Without snapshot each page reads current accepted data, so concurrent refreshes can shift page boundaries. Exact filters use repeated filter.FIELD parameters; is_null=FIELD selects unknowns. Currency and source_timezone always group. Unknown currencies additionally retain provider and full native account identity. Counts serialize as decimal strings. CSV null is backslash N; strings starting with backslash gain one backslash. See the networking output contract for the full dimension allowlist.
